New Inscription Criteria November 2025: Inscription Criteria iii, vi
'The nominated property is a direct product of the Cold War system in the mid-20th century, spatially demonstrating the world's only national refugee capital that maintained state functions and society amidst all-out war. The nominated heritage site is one of the places that most vividly illustrates the realities of ideology, war, and division within the very unique context of a refugee capital directly linked to the Korean War, a symbolic event of the Cold War's global ideological conflict and division. The nominated heritage site exemplifies how the Korean government, through cooperation with the international community, maintained national legitimacy amidst the turmoil of war, upheld international law and humanitarian principles, and worked collaboratively with civilians and the military to achieve survival and reconstruction. It embodies universal values that are substantively linked to the shared values of the international community for peace.' - Priority List Submission Text (Justification for Inscription)
