I won't say it's very clear (it just is confusing), but I think 2019 indeed is the first year that the nominations will be handled according to the new guidelines.
They will result in a list like this one: http://whc.unesco.org/document/141706 (covering 2 Feb 2018 - 1 Feb 2019)
Those nominations will be evaluated in the 2nd half of 2019 by ICOMOS/IUCN and land at the agenda of the WHC in 2020.

This explains why so many countries currently plan more than one nomination for 2019:
China (two cultural ones, one CL?), France, Germany (two cultural, taking the lead for the spa nomination which will be a CL), Italy (two cultural ones, one CL?), Myanmar and South Korea.

I am not sure whether the European Spas will be nominated as cultural landscapes. However, the Czech Republic seems to be the leading country:

What is actually the meaning of the leading country beyond the scope of allowed nominations per anno? Does it have to be the country with the most significant components?
An unrelated question: Would it be possible to assign each transboundary nomination we have a leading country on this website?
