It's a split actually of 2 of the 3 locations of "Jericho Millenary City etc". Wonder where the 3rd location has gone.

I keep misreading the entry as Jericho Millinary City, which isn't correct at all, but would be quite a different spin on a TWHS...

About the candidacy "Rade de Marseille": https://www.20minutes.fr/marseille/3122839-20210914-marseille-candidature-unesco-peut-tomber-rade

Weird relaunch, this candidacy was submitted as a cultural property, and they want to relaunch it during a UICN meeting (natural?)...they are maybe trying to submit a mixed property in place of a cultural property.
Otherwise this article is pessimistic because a second candidacy is not allowed by UNESCO rules

I don't remember that this candidacy was studied during a session, or it was withdrawn by the state partie before examination. In any case, it does not appear here ("Site History"):

It is true that it would be surprising to have a mixed site Calanques National Park / Old port of Marseille.

A second Marseille site after Le Corbusier.

I am now looking for the history of Marseille. So far I haven't found any information on its past attempt at nomination, but I did find a site we have missed:
Visegrad (Hungary) was recommended a not-inscribe by ICOMOS in 2002 and was later withdrawn. It was not discussed in the 2002 session.

It seems we have missed some more:

In 2003 Parque del Este (Rep. Dominican) was recommended a not-inscribe as a mixed site and withdrawn.
It was therefore belongs to the FTWHS list. Some of it was renominated under cultural criteria only within Arte rupestre prehispanica TWHS.

At the same session (2003) a natural extension to St Catherine (Egypt) was recommended a not-inscribe and withdrawn.

At the same session (2003) the now dismantled bridge over the Yenissei (Russia) was proposed for an emergency nomination and rejected on the grounds that although OUV is recognised there is no such emergency. Little did they know...

Similarly in 2003 Franja partisan hospital (Slovenia) was recommended a rejection by ICOMOS and withdrawn.

We should continue digging into the AB recommendations. We are definitely going to find more such cases of previously withdrawn TWHS after a not-inscribe recommendation.

Rade de Marseille
I like this site very much though I am not sure about its OUV. Only the port with ancient Saint-Victor and neo-style Notre-Dame de la Garde has no chance in my opinion, thus including Frioul Islands and nearby Calanques (I have been to Cassis and beautiful calanques nearby) is only chance to make the site exceptional (somehow).

Panauti (Nepal) was recommended a deferral by ICOMOS, but since the documentation ICOMOS required were not submitted in due time it was finally not discussed during the session.

Another one for 2001:
Cyprus proposed a FTWHS which we don't have - yet another extension of the Troodos churches: Palaichori, Church of Ayia Sotira (Church of the Transfiguration of the Saviour). ICOMOS recommended a referral, but the nomination was withdrawn.
