On the Mumbai one, I have been following the Art Deco Mumbai Instagram account for a little while and I think they were very closely associated with (if not actually the body) the drawing up of the proposal, so is pretty much a defacto official site.
The Victorian Gothic aspect perhaps feels a little too disparate to have its own organisation perhaps, though I am sure there is a budding group of amateur enthusiasts taking pride in it somewhere.

Sambor Prei Kuk This is the official Cambodian tourist authority page.
However samborpreikuk.com, looks to be a local led initiative from the various groups working on preservation and promotion of tourism in the area, and of more practical use.

Yep it seems baffling, especially on sites added in the last 10-15 years.
Tens (hundreds) of thousands of dollars go into the process with the creation of nomination files etc, you would have thought a one or two page website would at least be a by-product.

Sounds like a good business opportunity if anyone were so inclined!

Actually I've found it quite interesting while travelling around constantly, seeing how different countries approach their sites. Even countries you might consider as "culturally similar" have vastly different approaches to websites, signage, brochures, tourist info etc. We've visited sites in probably 35 countries over the past 18 months and the differences really stand out sharply. EG in Czech Republic there's a lot of focus these days from official channels about their sites (part of the strategy to get their visitors going to places other than Prague!), but next door in Slovakia there's almost nothing.

I'm just going through visitiran.ir which has something on most of the Iranian sites. Though all content is in farsi, but google Translate helps out. It may be the best option for many of them.

Oddly it seems a few of the big sites had websites in the past but they seem to have lapsed.

elsslots:
Soltaniyeh

http://sultaniyya.org/ looks more like a Friends of Soltaniyeh, but the previous official site seems to have petered out in 2008

elsslots:
Bisotun

http://visitiran.ir/fa/tourist_places/951/

elsslots:
Tchogha Zanbil

http://www.susa.ir/ Despite the name that is the one for Tchogha Zanbil, under licence form Iran's Cultural Heritage and Tourism Organisation.

elsslots:
Persepolis

http://persepolis.info/en

elsslots:
Meidan Emam, Esfahan

http://visitiran.ir/fa/tourist_places/703/

elsslots:
Armenian Monastic Ensembles

http://visitiran.ir/fa/tourist_places/675/

elsslots:
Yazd

http://visitiran.ir/fa/tourist_places/1610/

These ones are proving more tricky to track anything down for.
elsslots:
Shushtar
Susa
Shahr-i Sokhta
The Persian Qanat
Sassanid Archaeological Landscape
