Well, I have a review written for that too but with all the problem to submit it don't expect any tentative sites for a while.

Thinking of going diving at Port Royal in summer but only after the conference. Wouldn't be surprised it is deferred/referred anyway.

We should by now be getting some leaked "news" about how evaluations for the 2019 WHC have gone!

I found this article dated Feb 13 about JAIPUR.
India had until Feb 28 to answer ICOMOS "concerns" about "illegal constructions" within the proposed boundaries. Doesn't sound too hopeful for an immediate "Inscribe" recommendation by ICOMOS - of course that doesn't prevent India from getting it pushed through at the WHC!!!

SILA "may" have been withdrawn following a negative review from IUCN - Dated 29 Jan.
2019. Auto translation of 1st para - "La Sila will not be a candidate to enter the UNESCO World Heritage Site . The Governing Council has decided to "postpone its presentation - reads the note from the dicastery - as the candidacy has received a negative assessment by the UICN (International Union for Conservation of Nature), evaluation body of the Heritage Committee World-wide competent for natural sites "
But, if you read further, the whole subject seems mired in uncertainty, political intrigue and regional rivalry!!! Do we have an Italian Forum member who can shed more light on the matter??

This update regarding KIZILIRMAK (Turkey) doesn't indicate that IUCN have actually recommended it but doesn't say that it hasn't!!! Instead, as recently as Feb 2019 Turkey was still meeting with IUCN and providing information

KLADRUBY nad LABEM Stud Farm (Czechia) seems quite bullish about its chances in this report from Jan 2019 about a meeting with ICOMOS in Dec 2018 at which it presented further requested info

I am hoping that the Committee Members would stick to the recommendations of the IUCN/ICOMOS, except for highly exceptional cases. I know this is an obvious observation but it just feels like inscribing a site that is recommended by IUCN/ICOMOS to defer or not inscribe dilutes the very essence of assessment.

It will be 2020. They've submitted the dossier in 2019 (before Feb 1), so the nomination will be discussed at the session in 2020.

Also, a country cannot change its nomination in such a late stage.

I do miss a couple of cultural sites that we expected for 2019, that are re-nominations after a referral or withdrawal in previous years:

IUCN has Thailand's nomination Kaeng Krachan Forest Complex (referred in 2016) listed for 2019.

I have just double checked the Operational Guidelines. They (para 159) specify that a referred site can be resubmitted within 3 years of its referral without being treated as a new Nomination and that, in such circumstances, the documentation only has to be submitted by Feb 1 of that year. -.
"The additional information must be received by the Secretariat by 1 February of the year in which examination by the Committee is desired". Hence it didn't need to be on the list submitted at the 2018 WHC of Nominations to be considered in 2019.
So, Thailand must have got its documentation in just over 3 months ago.

The referral decision of 2016 stated - "Refers the nomination of the Kaeng Krachan Forest Complex, Thailand, back to the State Party, taking note of the strong potential for this property to meet criterion (x), in order to allow it to more fully address the concerns that have been raised by the Office of the United Nations High Commissioner for Human Rights concerning Karen communities within the Kaeng Krachan National Park, including the implementation of a participatory process to resolve rights and livelihood concerns and to achieve a consensus of support for the nomination of the property that is fully consistent with the principle of free, prior and informed consent;"

I have just found this project on the IUCN Website titled "Engaging local communities in the Kaeng Krachan Forest Complex" and with objectives of "to contribute to the conservation of the Kaeng Krachan Forest Complex, nominated as a World Heritage site in Thailand, by engaging local communities in participatory management processes and benefit sharing. The project aims to ensure joint management and community-based conservation of the outstanding natural values and biodiversity of Kaeng Krachan Forest Complex by supporting participatory land use planning and shared governance mechanisms."

It would seem therefore that, through this project involving IUCN (and started back in 2016 - presumably immediately after the 2016 WHC) , Thailand must consider that it has satisfied the referral requirements and that IUCN will support the re-nomination??? Another possibility I suppose is that Thailand has made use of the 3yr rule in order to get another referral and a "reset" of the clock for another 3yrs? But i suspect not, and that it has indeed "cleared the way" with IUCN! I do have a "certain Interest" in the progress of this site having visited it in Dec 2017. Here is my review

I am expecting the full list of documents including AB advisory documents for 2019 to be published shortly (Monday?). Last year it was May 12th.

My guess is Monday, May 20th since the WHC begins a week later than 2018?
