It is hard to imagine Mumbai or Delhi NOT being submitted for 2018. I thinks its just a question about which city can strengthen the dossier and be ready. I certainly have some doubts about the Nagasaki Christian Sites nomination being ready for 2018. However, since there is no official nomination yet slotted for Japan in 2018, Nagasaki, if viable, could take that spot. Both of Italy's cultural nominations seem set on 2018, both might be submitted, but only one would be discussed by the WHC.
Durian:
Today is the deadline to ask the cabinet to approve the nomination, and no news report so high possibility that this nomination is going to miss the UNESCO deadline of 1 Feb.
This article indicates Thailand is still considering the criteria for this nomination. Safe to say, no for 2017, but a real possibility for 2018.
