According to this local German newspaper Iceland has submitted the transnational nomination "Viking Ages Sites in Northern Europe" for decision in 2015:

Arab-Norman Palermo and the cathedral churches of Cefalω' and Monreale (Italy) has been submitted for 2015.

I did not see Bagamoyo on the tentative list? There are conflicting articles about the Czech and German nomination for either 2015 or 2016, does the German article sound definitive for 2015?

Germany has two nominations for decision in 2015:
Hamburg Chilehaus with Kontorhausdistrict and Speicherstadt (Cultural)
Naumburg (Cultural landscape)

The two links on Naumburg and Erzgebirge cited by kkanekahn above were published in July 2013. In January 2014, the German Kultusministerkonferenz selected Naumburg for 2015.
The nomination documents of Erzgebirge Mining Landscape are also complete and have been submitted, but would only considered if the Naumburg nomination is incomplete (which is unlikely, I suppose).

The Viking nomination has been submitted by Iceland.

For 2016:
Francke Foundation (Cultural)
Erzgebirge (Cultural Landscape)

Also planned (but not fixed) for 2016 two serial nominations with German parts:
Le Corbusier (by France)
Great Spas of Europe (by Czech Republic)

Seems like Rjukan-Notodden industrial heritage (Norway) is also contending for 2015.

The website tells about only 2 sites. So, Norway is not nominating svalbard.

Surprised not to see any Mexican site in this list. It is expected to see 50 nominations BUT THE LIST CONTAINS ONLY 31.
There are many nominations which are submitted to UNESCO but not in the news.
