It is true the Galilee is crowded with early synagogues (Korazin, Peki'in, Gush Halav, Meron, Beth Shearim, Arbel, Hamei Tiberius, Hamat Gader, Baram, Navoria etc.), of many of which only ruins remained. The best site I've been to is Capernaum near the sea of Galilee. It still shows some of the original decoration and is also beautifully located. Synagogues with original mosaics are Beth Alpha and Sapharis. Both are delightful and show the strong Roman influence on the Jewish culture of the time.
