With the ratification of the WH convention by Timor Leste only three Unesco members remain which haven't ratified the convention: Somalia, Nauru and Tuvalu.

Member states with no T list are now: Timor Leste, South Sudan, Sao Tome and Principe, Equatorial Guinea, Cook Islands, Niue, Liberia, Brunei and Monaco.

True, but as the conflict with the Czech Rep. does not seem to be resolved soon there will be no movement there.
Somalia, Nauru and Tuvalu all had their own Unesco workshop during the last two years. They are all moving towards ratification.
Of the member states with no T list all (with the exception of newby Timor Leste and Monaco) are currently working on their first T lists.

Tibet (running 2017)

Small precision: this is not strictly the autonomous region of Tibet but the Qinghai province.
