Metz and Nîmes are competing for the 2019 cultural nomination slot. France will officially select their 2 candidates for 2019 in June. With France and Korea both planning 2 nominations for 2019, I see little doubt in Els discovery. Therefore, it seems 2020 will be the first year we see the 35 nomination limit and 1 dossier per state party.

This limitation is already in place. The two changes are the one nomination per state party and the way nominations are prioritised in case they accede this limit. This will probably never happen. So far it has happened only once with two nominations per state party being possible.

"Saxony withdrew its application for the Ore Mountains nomination last year, after an agreement with Czechs, to rewrite it. It might be submitted in early 2018."

Certainly a possibility, but other German nominations are also candidates.

Les Plages du Débarquement, Normandie, 1944 (France) - From this article it seems the file is strongly aiming for 2019 in time for the 75 year anniversary.

Based on the 2018 official selection and recent articles, it seems these 2 nominations are the primary candidates for 2019. Alongside French participation in the Great Spas of Europe nomination, France will have one last hurray with 3 potential inscriptions.

The remaining 4 nominations will come, presumably between 2020 - 2022. The only potential candidate that could perhaps "sneak in" is the transnational Mercantour dossier, but information currently does not indicate a nomination is imminent.

Hin Nam No National Protected Area for 2019, but perhaps also Plain of Jars?

"Presently, the government is also preparing a submission for the Plain of Jars in Xieng Khuang province to Unesco for World Heritage status."

This statement seems to indicate the Plain of Jars is still preparing the dossier and has not submitted in time for 2018.
