Tehuacan-Cuicatlan Biosphere Reserve (Mexico)

According to recent reports Mexico is immediately going for 2018 on this nomination. In 2017, it was referred by the WHC, despite a recommendation for Deferral.

Referred Nomination(s)
- The Thimlich Ohinga Cultural Landscape (Kenya) 2015
- ChaƮne des Puys et faille de Limagne (France) 2016
- Tehuacan-Cuicatlan Biosphere Reserve (Mexico) 2017

Emergency Nomination
- Cultural Landscape of Cremisan Valley [Extension] (Palestine)

There are some indications these (4) nominations may emerge in 2018. What are the deadlines for a referred nomination to resubmit?

I don't know about the deadline within the year, but more rapid submission is only possible in the first two years after referral so Thimlich Ohniga should be submitted one and half years before the WHC as any other nomination. Cremisan Valley was not referred.

Romanian PM Mihai Tudose three days ago made a televized statement about Rosia Montana, there he said he will try to withdraw the nomination
but it's not sure he can do that. .

"It's difficult until they accept you, but once that's done it's almost impossible to withdraw. We will try to withdraw, to write them that we're no longer maintaining our point of view, putting us in an absolutely odd situation with the specialized international institutions. If things remain final, everything is closed," Tudose said.

Either he totally misundersands the nomination procedure, or tries to play a kind of blame game with UNESCO and the Canadian investors.

NGO s organize nationwide protests on September 1st with the slogan 'We wonn't give up Rosia Montana" to prevent the withdrowal. Let's see wht 's nexr. Given the willingness of the Romanian public to hold endless, creative and stalwart demonstrations, and this January already were able to oust a PM with them, and that president Iohannis is on their side, the outcome is not a foregone conclusion.

All he needs to do is to read (or get someone else to read!!) the Operational Guidelines
"III.F Withdrawal of nominations
152. A State Party may withdraw a nomination it has submitted at any time prior to the Committee session at which it is scheduled to be examined. The State Party should inform the Secretariat in writing of its intention to withdraw the nomination. If the State Party so wishes it can resubmit a nomination for the property, which will be considered as a new nomination according to the procedures and timetable outlined in paragraph 168."

In fact examination of Nominations by the IUCN/ICOMOS appointed persons starts in September for 2018 WHC consideration so a visit to the nominated site by them should be being arranged about now!

Live from Cluj - In the beginning the demonstrators chanted "Together we will save Rosia Montana", but now they want the whole PSD governemnt to resign. The scenario is quite similar to the anticorruption marches of this January. So it's not totally impossible that the government will again give up their plans. (The gave up the plans to amend the anticorruption law in January.)

Romanian FM Teodor Melescanu said in an interview, that the former Minister of Culture Corina Suteu acted illegally when she sent the dossier to Paris with the official nomination, as it was done without the consent of PM Dacian Ciolos, and was not approved formally by the government. (The first is quite unlikely but Ciolos did not react up to now. ) Melescanu also said that the nomination endangers the future of Rosia Montana as mining is the only potential source of subsistence for the population, and they must find the balance between the conservation of the built heritage and the extracting industry's needs. Liviu Dragnea the de facto leader of the PSD government reaffirmed that Romania must keep the option of mining open in Rosia Montana. President Iohannis is still silent, but he backed the nomination is the past.

I think that is what Mr Tudose called an "odd situation'.
