Maldive's 2018 possibility?

The recent report from January 2017, is that the government just starts to have a workshop to gather experts to identify the OUV of coral stone mosques from the existing coral stone structures in the Indian Ocean!

Maldive's 2018 possibility?

Given the schedule it is clear the Coral Mosques nomination could be brought forward in 2019 at the earliest.
Nontheless, with Kuwait, Brazil and the four pending nominations we have compiled a list of 40 possible sites for 2018. I am looking forward to see how precise our information is. We are going to get to know that soon enough.

- Ivrea, industrial city of the 20th century (Italy) C

Ivrea has (seemingly) delayed their bid. The Prosecco Hills is the only nomination officially stated by the Italian Commission for UNESCO, recent reports in April gave strong reservations and critiques to the Ivrea dossier.

I'm a bit doubtful about Rosia Montana for 2018 (or even later). Rosia Montana was rather a symbolic political case than a simple cultural landscape to be protected. When it was decalred a site of historical interest it was definitely meant against the plans of a Canadian company to build an open-cast gold mine there. Romanian public - and the local population - was deeply divided. There were mass protests against the planned mines - tens of thousands of people marched in various cities of Romania. The country has not seen such mass demonstrations since the early 1990s (the anti-corruption marches last December were as big as them). The main concern was the cyanide that the mines would use to extract the gold. It's extremely poisonous and only some years earlier (207) a huge leak caused a cyanide spill on river Somes killing tons of fish .
The memories of the environmental disaster were quite vivid then and brought the masses on the streets. On the other hand the mine would have been the biggest employer in that region, offered well paying jobs for thousands of locals. So while young people in Bucharest were zelous about it - on the spot it sparked harsh debates. Local environmentalists seek a higher degree of protextion since 2013 for Rosia Montana, as there are fears that the Canadians would interfere and make the Romanian government delist the village. The rush as the former minister of culture Corina Suteu submitted the dossier on her last working day, and her comments "I hope the next minister will support and carry on in the best possible way this endeavor." , hint that she had some doubts about it. Locals say the new goverment has much better connections to those business circles who were in favor of the mine, than the previous one. Ioan Vulpescu - the new minister - a few days after his nomination said in an interview that "he does not know anything about the Rosia Montana dossier, and he would ask Ciolos (former PM) about it". Since than nothing in the Romanian press about the nomination dossier.

28 complete nominations.
Incomplete dossiers can not be foreseen of course.
A few surprises: Paraty finally submitted (but Incomplete!), Ivrea still there, no activity from Belarus

A few comments:

Romania is positively surprising.
Palestine is being politically active. The nomination of Hebron is a political bomb, but since it is going to be processed this year I will move my comment about it to the 2017 WHC post.
Bangladesh returned to being active after a very long pause (last active in 1999).
Paraty is inclomplete for the fourth time. Is that a record?
Chiribiquete returns after a long pause (last time it was withdrawn in 2005).
Only one African candidate. No Pacific ones.
Romania, Greenland and Saudi Arabia are especially active.

Big UNESCO-enthusiast nations continue to push hard: China, Iran, Japan, Canada, Germany, Italy, France, Belgium are all with 2 complete nominations!
Very upset about Paraty and Pskov!
And very very sad dynamics for Africa: just one nomination (only South Africa could more or less finance new nominations)!!! :((( We're on the edge of serious discussions, whether this trend should be reversed somehow..

Agreed! Latin America struggles as well. It is clear that the real issue lies at the input side: no new (and complete) nominations are being submitted by African countries. The capping system that will come into place from 2019 will not solve this.

Overall 2018 looks like a very poor list - I can easily do without sites like the Colonies of Benevolence, Zatec, Nimes, Hedeby and the Prosecco Hills. They are all minor sites or better examples are already inscribed.
